CeCe DeCamp is a senior leader in the U.S. Federal Consulting Market. Most recently, CeCe retired from IBM and her role as a Senior Partner and Federal Civilian Sales Leader with IBM Consulting. CeCe was responsible for driving net new growth for the +$1B Civilian consulting services market. In addition to business development and capture for Civilian, she oversaw IBM’s Government Wide Acquisition Contract (GWAC) management, Price-to-Win (PTW), Competitive Intelligence and Sales performance functions for the entire Federal division.

Previously at IBM, CeCe held P&L responsibility for over $300M of annual revenue for all IT and professional services delivered the Department of Homeland Security, the Department of Justice, Foreign Affairs, and Intelligence Agencies.

A 2023 Federal 100 winner, CeCe is a passionate and proven leader with more than 35 years of experience in business development and strategy development for the public sector, focused on developing unique and customized solutions for mission challenges within the National Security field.  In October 2023, CeCe was named by WashingtonExec as a Top National Security Executive to Watch in 2023.
