Connie Nolan

Connie Nolan was selected as the associate director of the Service Center Operations Directorate (SCOPS) on Feb. 22, 2023. She previously served as the acting associate director from January 1, 2023 and in 2021-2022. She has also served as the deputy associate director since June 2019.
Her prior leadership roles include playing a role in opening the Potomac Service Center (PSC) in 2015, and serving as deputy director of PSC from September 2018 to June 2019, acting deputy director from January 2017 to September 2018, chief of staff from November 2015 to December 2016, and associate center director from September to November 2015. Before her distinguished tenure at the PSC, Nolan was the administrative support division chief in the Service Center Operations Directorate headquarters office in Washington, D.C.
Nolan has served in a variety of different positions within the Immigration and Naturalization Service (INS) and USCIS, both at headquarters and in field offices. From 2004 to 2008, she served as operations section chief for the Office of Technology, first as part of SCOPS in St. Albans, Vermont, and later, after an agency reorganization, as part of the Management Directorate in Washington, D.C. From November 2008 to November 2009, Nolan was the eLearning branch chief in the Human Capital and Training Division of the Training and Technology Center in Williston, Vermont. She also served as the northeast area branch chief for the Office of Information and Technology (OIT) before undertaking a detail assignment in October 2011 as acting deputy division chief of end user services with OIT. In 1995, Nolan became a computer assistant and, in 1996, was promoted to computer specialist. Nolan held a variety of other positions at the Vermont Service Center (VSC), including senior computer specialist, section chief, and at the very beginning of her federal career, as an office automations clerk at the VSC.
Nolan has almost 32 years of federal experience, beginning her career with INS in 1992.
Nolan holds an Associate in Business Management and a Bachelor’s in Management Information Systems from Champlain College in Vermont.
