Earl J. Lewis III

CBP Acquisitions

Earl J. Lewis III serves as the Deputy Assistant Commissioner for the Office of Acquisition where he administers a staff of 350 acquisition and procurement professionals who work with agency operators to identify, design, assess, procure, and maintain capabilities needed for mission success.

Lewis also serves as the Head of the Contracting Activity for U.S. Customs and Border Protection, interfacing with the Department of Homeland Security’s chief procurement office. He also serves as Executive Director for the ProcurementDirectorate. The OA procurement team typically administers contracts totaling more than $5 billion in support of CBP operations, adhering to extensive purchasing regulations while safeguarding taxpayer interests.

Prior to his current positions, Lewis served as chief of the contracting office and the director of the information technology contracting division in CBP procurement. In these roles he focused on the purchase of high-quality information technologies and services for CBP, in support of the agency’s day-to-day activities to secure the border and facilitate trade and travel.

Before joining CBP, Deputy Assistant Commissioner Lewis served as deputy director of the center for innovative acquisition development at the General ServicesAdministration, acquisition liaison for the logistics management directorate program and acquisition operations at the Federal Emergency Management Agency, and in various roles at the Naval Air Systems Command at the Department of the Navy.

Lewis holds a Master of Science in management from Florida Institute of Technology and a Bachelor of Science in economics from Florida State University. He is a graduate of the Harvard’s John F. Kennedy School of Government’s senior managers program.
