Paul Anstine

House Homeland Security Appropriations Subcommittee

Paul L. Anstine currently serves as the Staff Director/Majority Clerk on the Homeland Security Subcommittee for the House Appropriations Committee with responsibility for the $80 billion Department of Homeland Security annual appropriations bill.

Before joining the Committee, Mr. Anstine was a Strategic Account Executive at Leidos with responsibility for the Department of Homeland Security portfolio. In that position, he supported strategic initiatives, business growth, and expanded relationships with senior Executive Branch officials and industry executives throughout the Federal market. 

Prior to joining Leidos, he was the Staff Director for the House Committee on Homeland Security’s Subcommittee on Border and Maritime Security where he advised Members of the Committee on border, visa, immigration, supply chain, biometric and maritime security policy. He is the lead drafter of 12 Public Laws including significant reforms to the Visa Waiver Program and first ever authorization of U.S. Customs and Border Protection.

In his previous position, Mr. Anstine served as a Legislative Director for Congresswoman Candice Miller, where he led a team of legislative and administrative staff to support the Member’s legislative, political and policy agenda focusing on issues related to homeland security, defense, immigration, and foreign policy.

Mr. Anstine began his government service in the United States Marine Corps, which included two tours in Iraq with the 1st Marine Division.

Mr. Anstine holds a Master’s Degree in Government from Johns Hopkins University and a Bachelor’s Degree in International Politics from Pennsylvania State University.
