Where Ruynard has a diverse background leading him to the XD position, Henry has a career USBP background, giving the two of them the strong civilian/LE combination of knowledge and experience.  

U.S. Border Patrol is the nation’s primary federal law enforcement organization responsible for preventing the entry of terrorists and terrorist weapons from entering the United States between official U.S. CBP ports of entry. USBP’s Program Management Office Directorate (PMOD), one of four directorates at headquarters,  is responsible for the entire life cycle of Border Patrol’s border security technology and tactical infrastructure from planning to deployment and eventual disposal of these systems, thus their reach is critical across the agency.
